This paper contends that shared and improved maritime domain awareness (MDA) – that is, the networked, almost real-time understanding of air and sea activities in the South China Sea – will help 1) promote cooperation in a region devoid of trust; 2) prevent misunderstandings through greater operational transparency; and 3) lead to capacity-building efforts that contribute to the regional public good.
