Many people have hailed Africa’s turn towards electoral democracy over the past three decades, but the reality is that the continent hasn’t purged itself of its authoritarian impulses. In response, this report 1) explores the status of ‘freedom’ in Africa, which it associates with constitutional liberalism and civil liberties, and 2) argues that the African Peer Review Mechanism (APRM) can make a significant contribution to the future of liberty on the continent.
