This bulletin analyzes Russia’s announced partial military withdrawal from Syria. The author specifically discusses 1) whether Moscow achieved its primary goals in the initial phase of its Syrian intervention; 2) the seeming reasons for its withdrawal; and 3) why the Russian military's departure is indeed only a partial one.
