This report contends that Nepal’s new constitution, which came into effect in September 2015, has actually deepened the country’s ethnic, social and political divides. In particular, the report’s author 1) summarizes the debates about federalism and inclusion that have occurred since the collapse of the first Constituent Assembly in 2012, and 2) assesses ways to mitigate the social discontent that still surround these existential issues, especially if a viable constitutional settlement isn’t found.
