This paper takes stock of a long-gestating treaty that would ban the production of fissile materials for nuclear weapons, and the growing consensus surrounding it. While fulfilling these aims, the text's author also ponders some of the key issues surrounding the treaty, including 1) its definitional problems; 2) the verification systems that need to be put in place, both for production facilities and declared/undeclared fissile materials; and 3) the best way to deal with already existing stocks of fissile materials.
