This report describes the historical trajectory of digitalization in developing countries, how it diverges from that of developed nations, and the security problems digitization raises. More specifically, the text's author explores how ‘technological leapfrogging’ in the developing world creates societal vulnerabilities that are different from those in industrialized nations. To deal with these vulnerabilities effectively, cyber security needs to become an integral part of the UN’s Sustainable Development Goals. The integration, however, will not succeed if questions of ‘ownership’ aren't resolved between public and private stakeholders.
