This commentary 1) reviews the current status of the global climate agreement reached in Paris in December 2015, to include the expanded regulatory framework it provides and its relationship to the goals specified by the UN Framework Convention on Climate Change (UNFCCC). The text's authors also discuss the factors that could prevent the EU from maintaining its leading role in global climate policy development and implementation.
