This commentary argues that in order to safeguard security in Europe and respond effectively to a resurgent Russia, NATO needs to reestablish the right balance between deterrence and dialogue, which was an approach first promulgated by the 1967 Harmel Report. To facilitate the rebalancing process, the text's authors review the original concept, how it was applied during the Cold War, and how it should be "modernized" for today. For deterrence and dialogue to succeed, however, NATO's cohesion must also be reinvigorated.
