The author of this report on Palestinian refugees delivers a critical analysis of past approaches to deal with the refugee issue in the various attempts to resolve the Israeli-Palestinian conflict. She then discusses lessons to be learned from the situation in Bosnia and Herzegovina, and proposes a direction for a long-term strategy for the international community.
