This paper reviews the EU's Barcelona process and assesses what is needed for the core economic substance of a liberalization and growth program in the Mediterranean region. The authors consider the geography of future agreements that would more effectively engender a commitment to region-wide economic integration. They are convinced that the EU will fall behind relative to other regions on its periphery, such as the Balkans, Russia and the Ukraine, if nothing is done to strengthen the integration process in the Mediterranean.
