This paper evaluates the effectiveness of official development aid (ODA) as a way to mitigate the problems associated with mass migration. While ODA has emerged as a key EU response to the inflow of refugees from Syria, the text’s author argues that humanitarian and development assistance alone will not produce the short-term results that are desired. What’s really needed is greater coherence among four EU policy areas – development, trade, migration and security.
