This text examines NATO’s approach to dialogue with the Soviet Union during the Cold War and how dialogue with Russia has become a pillar of the Alliance’s strategy since the collapse of the USSR. The authors also explore 1) what Poland and Norway’s different approaches to relations with Russia highlight about potential avenues for communication and reducing tensions with Moscow; and 2) how NATO and Russia may overcome their competing visions of the European security architecture by widening the scope of dialogue within the NATO-Russia Council.
