This analysis’ author doesn't doubt that Russia wants to be recognized as a great power and that it has sufficient economic might to behave accordingly. However, he also believes that everyone knows, including Russia’s leaders, that there are fiscal limits to Moscow’s muscle-flexing. So, while Western countries may not have a 'determining influence' over the Russian economy, they can (and should) raise the costs of its often 'inappropriate' international behavior.
