This paper argues that the OSCE, although not fully equipped, is well-positioned to expand its peace operations activities. To improve its future effectiveness, however, the organization should 1) participate in pre- and post-deployment political processes, to include opening up regional offices in deployment areas; 2) opt for preventive deployments, greater early warning and prevention capabilities, and improved communications technologies; 3) fold military units into civilian-led missions; and 4) adopt a multidimensional approach towards sustaining peace.
