Should the West still view Turkey as a reliable partner, even while it cozies up to Russia? As the author of this paper sees it, breaking with the West wouldn’t make good economic or strategic sense for Ankara, but no one should rely on it to draw that conclusion. That’s why it’s time for carrots and sticks – i.e., customs union and visa exemptions on the one hand, policy red lines (the death penalty, for example) on the other.
