This study examines the extent to which conflict prevention and civil society participation are incorporated into the development frameworks of Ethiopia, Kenya and Uganda. It seeks to recommend ways of enhancing participation and strengthening the role of development assistance in conflict prevention. The research focuses on the Poverty Reduction Strategy Papers (PRSPs) and the Country Strategy Papers (CSPs) of each country, which identify World Bank and European Union priorities for development assistance.
