This report outlines and assesses progress towards implementation of the UN Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons In All Its Aspects (PoA). It analyzes relevant local national, regional and international processes and aims to provide a useful resource for states, regional and international organizations, civil society groups, experts and citizens. Further, the report examines the extent to which problems with the implementation of the PoA are linked to inadequacies of the PoA and associated international agreements and the implications of this for the agenda and objectives of the 2006 Review Conference.
