This report outlines and assesses progress towards the implementation of the UN Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons In All Its Aspects (PoA) between 2001 and May 2005. It illustrates implementation experiences in over 180 countries, identifies emerging strengths and weaknesses and assesses overall performance in implementing the PoA. It concludes that the PoA has so far failed to obtain sufficient commitment from many of its signatory states.
