This paper explores how Germany’s sanctions regime against Russia has inevitably become a political issue prior to the 2017 Bundestag elections. The text’s authors specifically consider the evolution of Germany’s thinking about Russia after the latter’s annexation of Crimea in 2014. Indeed, German attitudes continue to be shaped by 1) Moscow’s ongoing aggression in the Donbas region; 2) relentlessly dishonest Russian propaganda; and 3) the long-standing economic dimensions of German-Russian relations.
