This July 2006 report by the US government (Commission for Assistance to a Free Cuba) represents the US plan on how to end the Fidel Castro regime on the island. The report includes recommendations on how to hasten democratic change in Cuba, including measures to empower the Cuban people to prepare for change by strengthening support to civil society and breaking the regime's information blockade. While US president George W Bush endorsed the report, the Cuban government criticized it as a violation of its sovereignty, and dissidents in Havana met the report with mixed reactions.
