This paper summarizes and expands upon the presentations and discussions conducted at a May 2004 conference on the key challenges for combating weapons of mass destruction (WMD) proliferation. Topics discussed include the changing proliferation environment, WMD terrorism, and defense strategy and planning. The paper concludes that the US response to WMD proliferation threats must be as dynamic as the phenomenon itself.
