This publication discusses the instruments by which the US government can influence the behavior of other governments. The instruments of national power are divided into non-military, political-military and war fighting instruments and cover a wide range from diplomacy to weapons of mass destruction. The authors focus on traditional foreign policy and defense issues with the aim of analyzing the means available to the US government in the mid 1990s.
