In October 2000, the Institute for National Strategic Studies (INSS) published the report "The United States and Japan: Advancing Toward a Mature Relationship." This study assesses the steps taken by the governments of the US and Japan to implement the recommendations of the October 2000 report and tries to chart a course for future action in the context of the post-11 September environment. Firstly, the author looks at the developments in areas such as joint operations and security cooperation, adjustment and transformation of forces to the new security environment, reduction of US footprint in Japan and intelligence cooperation. Also covered are development of the Japanese economy and bilateral trade, diplomatic challenges in the UN and the South Asian region. The author argues that while there is a convergence between US and Japanese assessments of post-11 September security challenges, it is advantageous for both parties to further close ranks and intensify their partnership. The author concludes with recommendations on implementation.
