This paper analyzes the different processes of strategy development and policy formation in the United States and China. The author assesses the political relations and the differing perceptions between the two countries and studies their impact on US-led hegemony. The paper explains how China is more likely to use a combination of soft deterrence and passive resistance in order to achieve its goals vis-à-vis the United States, rather than to establish active or militant opposition based on arms buildup or alliance formation.
