This case study examines how states may wish to thwart the United States' presumed dominance in military power - specifically the perceived effectiveness of US global missile defenses - through actions taken from within the 34-nation Missile Technology Control Regime (MTCR). The authors detail how the MTCR is the only existing multilateral mechanism governing the transfer of missiles and related technologies relevant to the delivery of weapons of mass destruction (WMD) and how other states may seek to use the mechanisms of the MTCR for their purposes. The paper assesses the incentives and options for the United States to either comply with or challenge the Missile Technology Control Regime.
