This paper analyzes the foreign relations and policy disputes between the United States and Germany following 11 September 2001. The author details Germany's willingness to participate in the US-led activities against the Taliban in Afghanistan but its refusal to support US policy in Iraq. The paper describes how the conflict between the US, German and other European governments over Iraq reached unprecedented levels both in substance and style. The author provides empirical analysis on the behavior of the leading political actors during the crisis, the motives and reasons behind their behavior, and the general interactions between the US and German government.
