This paper analyzes coalitions that have increased the visibility of trade by posing challenges to the United States. The author provides an overview of the basic features in US trade policy and describes the G20 at the multilateral level and the Mercosur at the regional level as the main sustained challengers to US trade proposals. The paper examines the interconnection between governments and civil society in the Americas and describes how such connections illustrate how trade regimes have become complex, multi-layered arenas where social forces and contending political projects compete.
