This paper details the story of negotiations leading to the adoption of the first-ever public health treaty, the Framework Convention on Tobacco Control (FCTC). The author further describes the history behind the birth and growth of the international non-governmental network of health advocates. The paper emphasizes the importance tobacco control has as a key component of efforts to reduce poverty and improve development in the Third World.
