This paper examines operative strategies in the light of the evolution of Islamist jihadist leaders, ideas and foot-soldiers. The author argues that extremist islamistic groups are not identical to any other terrorist group and that their islamistic discourse must be understood. The paper furthermore provides recommendations on how to improve the strategies to fight terrorism.
