This paper discusses Venezuelan President Hugo Chávez and his policy of conflict towards the US. The author analyses Chávez's concept of New Socialism and its implications for democracy and stability in Latin America. He also discusses the president's ideas of asymmetric warfare. The paper concludes that Hugo Chávez understands how a modern asymmetric conflict works and offers recommondations for the US government.
