This monograph surveys the evolution and content of the British Ministry of Defence's (MoD) public-private partnership program. The author reveals the scale and scope of MoD initiatives to date and the managerial, operational and technological factors that have shaped the MoD's approach to organizing and managing private sector involvement. The author also surveys why, despite the US' and UK's widespread use of contractors on deployed operations, military outsourcing remains a controversial aspect of defense policy in those countries. The paper concludes that military outsourcing will remain a controversial element of defense transformation unless the UK MoD and US DoD release more detailed public information on performance policies and requirements.
