This publication examines the policymaking processes in the Council of the EU, to assess whether the implications of EU policies on developing countries are adequately taken into account by the institutions of the European Union. The authors detail how the EU has become increasingly aware of the direct impact of its policies on poor populations in developing countries. The publication describes how the EU has realized that aid alone cannot meet the needs of the poor in developing countries and explains how the European Union has hence made policy coherence for development (PCD) a central pillar in its concerted efforts to help realize the UN Millennium Development Goals.
