This paper examines the challenges of integrating the Balkans in the European Union. It outlines a number of policy-relevant issues relating to civil society, social capital, state institutions, economic practices and regional cooperation. It argues in favor of concentrating and intensifying coordination efforts aimed at expanding the rule of law and facilitating the implementation of regimes and practices in a non-discretionary manner across formal and informal borders.
