This paper aims to identify the barriers to transition of enterprises in the Black Sea Economic Cooperation (BSEC) countries from central plan to market economy. The study examines the role of the business environment as a determinant of successful transformation of BSEC enterprises, then it focuses on the workers' skills and knowledge. Further, the study looks at attitudes and values as factors affecting transition from central planning to market-driven enterprises in BSEC countries.
