This paper examines the challenges of creating a new European security order. Firstly, it examines the terms Central and Eastern with regards to Europe and the Mediterranean region and then addresses the foundation of a new regime in Europe, with a focus on the main security challenges of the Central-Eastern European Region (CEER), as well as of the Mediterranean area.
