This paper examines the origins of the export-oriented garment industry in Cambodia. It assesses the industry's prospects following the trade liberalization brought on by the removal of textile and garment quotas on 1 January 2005 under the WTO's Agreement on Textiles and Clothing (ATC). The paper addresses the ability of Cambodia's garment industry to absorb the expected post-MFA global drop in garment prices by analyzing industry cost structures, productivity and profitability in the run-up to MFA quota removal.
