This paper examines the fiscal impact of aid on national development in Malawi, Uganda and Zambia. It assesses the public expenditure and other fiscal aggregates in aid-recipient countries, seen as a link in the chain of causality leading from aid to economic growth and poverty reduction. The study draws thematic conclusions about the contribution of aid to development, the budget processes through which aid is absorbed and the methodologies used in fiscal impact studies.
