This paper analyzes the effect of aid and other external financing on Uganda’s public expenditure, revenue and domestic borrowing. First, it examines the fiscal and economic trends in economic policy in Uganda and then considers the country’s budgetary process and institutions. The study explains how aid has been absorbed by the Uganda government and deployed to help achieve Uganda’s development results.
