This paper discusses the growth of Soviet foreign policy since the mid-1950s. The author assesses the changes that Gorbachev initiated in Soviet military and foreign policy prior to 1989. The paper concludes that the Soviet Union will continue to reduce its assets and commitments in the Third World and arrange regional solutions to crisis situations, preferably in conjunction with the United States.
