This paper discusses the political situation in the former Soviet republics after the end of the Cold War and provides some advice on possible policies for the region. The author concludes that the pace of change in the region is so intense that almost any friction, from nuclear control to civil unrest to military insubordination, could catalyze major conflict between Russia and its Western neighbors.
