This paper discusses the issue of pre-emptive military action to counter threats by the proliferation of weapons of mass destruction. The author examines lessons learned from historical counter-proliferation strikes and discusses possible actions against different rogue states in light of the the US Counter Proliferation Initiative. The paper concludes that such actions should be reserved only for fighting unique criminal regimes with dubious prior records.
