This yearbook examines counterterrorism policy, legislation, operations and strategy around the world, looking at both the year in review and the challenges for the year ahead. Throughout this year's edition, four themes emerge: 1) Salafist-jihadism continues to have an appeal; 2) there has been a shift in the modus operandi of terrorist attackers: from groups to individuals; 3) the global CT landscape has altered, largely due to the changes in the fortunes of the so-called Islamic State and in Syria, and 4) states appear to be adopting conflicting responses to this changing landscape which could be detrimental to the establishment of sustainable peace.
