This paper examines the relations between Syrian refugees, host communities, authorities and aid agencies in Lebanon. The authors explain that while Lebanese communities have shown solidarity with those fleeing the war in Syria, Syrian refugees now find themselves more vulnerable than before, with their livelihood opportunities diminishing and public goodwill in increasingly short supply. In response, and to help address community tensions, the report also explores the dangers of treating refugees as a security threat and highlights ways to build on positive relationships between refugees and host communities.
