This publication analyzes the eastern expansion of the European Union and the political integration of the Baltic Sea Region. The authors provide an overview and examination of the broader challenges facing post-enlargement Europe. The publication assesses whether and how the lessons learned in the Baltic Sea Region during between 1991 and 2006 can be utilized in the European Neighbourhood Policy (ENP) of the EU toward Russia and other countries in the East.
