This paper describes how international development assistance agencies are celebrating their growing support for housing in cities in developing countries. The author explains that such support is welcome but is still insufficient in scale and composition to make a significant difference in the shelter and infrastructure needs of growing urban populations. The paper identifies various aspects of scale and complexity in cities which suggest the need for alternative approaches to urban assistance.
