This briefing examines steps taken and hurdles ahead in negotiations between the Ugandan government and the rebel Lord's Resistance Army (LRA). It calls for a new two-phase mediation strategy to move beyond the current talks led by the Government of Southern Sudan (GoSS). Phase One would focus on the technical issues necessary to end the immediate conflict while Phase Two would be a more inclusive discussion on the broader questions dealing with the political and structural issues that have fuelled the cycle of conflict in the north.
