This briefing examines ways out of the impasse over deploying a major UN peacekeeping force in Darfur. It suggests that the international community take strong economic, legal and some new military measures to change the Sudanese regime's calculation of the costs of non-cooperation. The authors also point to considering a non-consensual military intervention in case the situation in Darfur deteriorates further.
