This publication discusses the outcomes of the Review Conference on Small Arms Control held in New York from 26 June to 7 July 2006. It evaluates the conference as being by and large unsuccessful, as it failed to agree on an outcome document. The author attributes this failure to the intransigence of a number of countries. Further, she argues that at the heart of this division lies an ideological difference of opinion concerning conditionality on development aid.
