This brief looks at the Khartoum Process, which is a partnership between EU nations and East/North African states that seeks to cope with the human smuggling and trafficking located in the Horn of Africa. Overall, the brief’s author believes the Khartoum partnership will fail to manage the problem, and will most likely pose a risk to the improved governance and socio-economic development of the region.
