This paper discusses the the UN Programme of Action to Prevent, Combat, and Eradicate the Illicit Trade in Small Arms and Light Weapons. The paper focuses on the implementation of the program in Europe, highlights its progress and outlines recommendations for further improvements. The paper concludes that implementation of the PoA has taken place at a very slow rate.
